The flag was introduced as a botting countermeasure, and its intent is to preserve the integrity of The Infinite Black's economy by preventing people from making a large number of accounts just to farm Grey sectors for easy credits.
The Legacy flag ONLY affects resource drops in Grey sectors for accounts that are under level 15. It serves no other purpose.
If a player has the Legacy flag and is under 15, they can get resources in Grey sectors, regardless of the total number of levels they have across all of their accounts. Otherwise, the amount of Grey sector farming one person can do is limited.
The specific thresholds for how many accounts and levels one person can earn before Grey farming is deactivated is intentionally being kept a secret. When it does become active, players will be given a message on Kills indicating that they are experienced veteran players, and can no longer receive resource drops in Grey.
The Legacy flag is server-specific. A person can have Legacy status on Red server, but not on Green server.
On MOST occasions a BRAND NEW player's first account will have the Legacy flag. Thus, the Legacy flag should NEVER be used to determine if someone is a spy (or not).
Accounts that have been identified as bots or suspected of being bots by the Game Server will lose their Legacy flags, even if they are over level 15.
